It is tricky to find an academic copy editor in the wild because Google search results are dominated by people promoting their individual services and companies warning you against using those fly by night individuals and to use theirs instead, etc.
The best thing to do is go directly to the Editorial Freelancer's Association here - http://www.the-efa.org/dir/search.php. The page has a search feature that lets you narrow it down by type of editing and subject area, and then you get the profiles and resumes of freelance editors you could hire.
Here is their page of rates that are reasonable to expect: http://www.the-efa.org/res/rates.php
Bear in mind that, while many people hire these services when they're writing their dissertation, it is overkill for more minor student assignments. Instead, please look to the college's Online Writing Center for help with those things. Proofreading and copy editing is needed only when you are writing for publication, not for an assignment!
